Dem Congresswoman Announces Bill to Abolish ICE

Rep. Delia Ramirez, an Illinois Democrat, has introduced legislation to abolish Immigration and Customs Enforcement and Customs and Border Protection and to dismantle the Department of Homeland Security.
The bill is titled the Reimagining Safety Act. It would create a Department of Community Safety, shift DHS money into community programs, and start work on a separate civil immigration system.
Ramirez’s office says the measure would keep functions of CISA, FEMA, TSA, and some customs work. It would limit immigration enforcement and build what she called a “human- and community-centered federal department that promotes collective safety.”
“Today, I am proud to announce the Reimagining Safety Act, a community-led roadmap to establish the Department of Community Safety, dismantle DHS, abolish ICE and CBP, and reinvest resources in our communities,” she said.
She described DHS as a product of national trauma. “But we cannot add new pains to old ones. We must heal old pain and create new opportunities.”
In a Spanish-language clip circulated by TheBlaze, she said, “We are going to abolish the Department of Homeland Security so our people will no longer have to live in fear.”
Ramirez, born in 1983 to Guatemalan parents, has called herself a “proud anchor baby.” After a similar bill in June she wrote, “Today and always, I am the proud, defiant daughter of Maria Elvira Ramirez Guerra, a Guatemalan immigrant who crossed the border pregnant with me. And regardless of what some of my colleagues might call me, I am a citizen by birthright and an AMERICAN.”
In August 2025, speaking in Spanish in Mexico City, remarks were translated as “I’m a proud Guatemalan before I’m an American.” Her office said the Spanish was imperfect and that she meant to honor heritage as an American. “I am both Chapina and American,” she said later.
She is ranking member of a House Homeland Security subcommittee. The bill is a statement of priorities more than a measure with a path through a Republican-led chamber. It puts abolition of ICE and CBP on the record in her name.
