The former state Senator defeated Democrat Tricia Zunker for the position.
Duffy resigned in September in anticipation of the birth of a child who was expected to have health complications.
Tiffany will serve for the rest of Fuffy’s term and will have to compete again in November if he is seeking a full term of his own.
