A new report by City Journal accuses California Gov. Gavin Newsom’s administration of directing approximately $1 billion in taxpayer funds to nonprofits assisting migrants, including groups involved in fighting deportations and providing legal services.
Among the recipients is Berkeley-based Oasis Legal Services, which specializes in asylum and immigration cases for individuals living with HIV.
According to the report, one in five of the group’s clients has HIV, and it claims a 99% asylum success rate for represented clients.
The report argues that state funding for such organizations effectively supports illegal immigration, including for those with infectious diseases. Oasis denies encouraging illegal entry.
The criticism comes as Newsom faces growing scrutiny over California’s immigration policies, high-speed rail failures, wildfires, and economic challenges ahead of a potential 2028 presidential run.
