Department of Homeland Security (DHS) officials criticized Pennsylvania Governor Josh Shapiro, who in turn pointed fingers at federal database shortcomings under DHS Secretary Kristi Noem.
Another alarming example involved Anmol Anmol, an Indian national who crossed the border illegally in 2023. Listed simply as “NO NAME” on his New York-issued CDL, he was apprehended at an Oklahoma weigh station and turned over to federal authorities thanks to the state’s cooperation with Immigration and Customs Enforcement (ICE). DHS Assistant Secretary Tricia McLaughlin remarked, “New York is not only failing to check if applicants applying to drive 18-wheelers are U.S. citizens but even failing to obtain the full legal names of individuals they are issuing commercial drivers’ licenses to.”
In yet another instance, Akhror Bozorov, an Uzbek national wanted on terrorism charges in his home country, was arrested in Oklahoma holding a PennDOT-issued license. A spokesperson for Secretary Noem labeled Shapiro a “sanctuary politician” and noted that Bozorov had received work authorization during the Biden era, but stressed that states like Pennsylvania should not have permitted him to drive.
Florida also saw a devastating crash when Harjinder Singh, an Indian national with a California-issued CDL, made an illegal U-turn on the Turnpike in St. Lucie County, leading to a collision that killed all occupants of an oncoming sedan.
These cases highlight broader systemic issues, including sanctuary policies in states like New York that limit cooperation with federal immigration enforcement. A recent Fox News Digital investigation revealed that 54% of truck licenses in North Carolina were improperly issued to high-risk drivers. Families affected by these tragedies have voiced frustration, with one victim’s sister claiming media outlets minimized her brother’s death caused by an illegal migrant trucker, and a California father accusing Governor Gavin Newsom of ignoring his daughter’s injuries from a similar incident.
Pennsylvania officials defended their processes in a joint letter from PennDOT Secretary Mike Carroll and Secretary of the Commonwealth Al Schmidt: “All non-citizens who apply for driver’s licenses … must provide PennDOT with proof of identity and must have their legal presence in this country verified through the federal Systematic Alien Verification for Entitlements (SAVE) database.” They dismissed criticisms as “misstatements and ill-informed speculation.”
